Four Republicans Defect, CLARITY Act Stalls
41 senators voted against the procedural motion, leaving the bill far short of the 60-vote threshold needed to open debate. Republicans hold 53 seats and needed only 7 to 10 Democrats to cross the threshold. Instead, the opposite happened—four Republicans sided with Democrats, and Senator Thom Tillis switched his vote from yes to no, a tactical maneuver allowing him to reintroduce the bill later. Tillis characterized the outcome as a pause rather than a defeat.
Lummis Says Democrats Kept Raising the Bar
After the tally, Senator Cynthia Lummis immediately spoke out, posting that Democrats never came to the negotiating table in good faith. She said every time Republicans met one demand, new ones were introduced. She argued the bill could have restricted lawmakers' personal cryptocurrency trading, strengthened anti-fraud protections, and kept digital asset development within U.S. borders.
Democrats countered that the bill remained insufficient, citing unresolved ethics and national security gaps among the 126 proposed amendments, with Senator Mark Warner stating outright that stricter language fell far short. Traders quickly saw the impact: Cointelegraph noted that Polymarket odds of the bill becoming law had risen to 35% on Sunday but slid to 16% after influential Democrats rejected the revised ethics provisions.
What This Means for Strategy
