Chainalysis Sues ICE Over Exclusive $94.6M Blockchain Analysis Contract Awarded to TRM Labs

Blockchain analytics firm Chainalysis has filed a lawsuit with the U.S. Court of Federal Claims, alleging that U.S. Immigration and Customs Enforcement (ICE) unlawfully awarded an exclusive $94.6 million contract to rival TRM Labs. The contract provides forensic software and support services for Homeland Security task force investigations, with a performance period from July 1, 2026, to June 30, 2027. Chainalysis claims this is the largest blockchain analysis contract ever awarded by the U.S. government. In its complaint, Chainalysis states that ICE issued a Request for Information (RFI) on May 28, containing 18 questions covering capabilities such as proprietary fraud victim databases, AI-agent data retrieval, automated notifications to virtual asset service providers (VASPs) for voluntary freezes, and collaboration with stablecoin issuers. However, the final Statement of Need, released less than two weeks later, omitted many of the RFI requirements, while ICE's market research used RFI criteria to determine that Chainalysis could not meet the needs. Chainalysis also noted that "sextortion," which was not mentioned in the RFI, became one of the three major mission areas in the Statement of Need, and that certain requirements closely aligned with TRM's proprietary product architecture. Chainalysis claims it was the only company to submit a capability statement, but ICE completed its market research the next day, determining that TRM was the only vendor capable of meeting all requirements, without posing any follow-up questions to Chainalysis.
