Rabobank analyst Bas van Geffen said that as eurozone excess liquidity gradually contracts, the European Central Bank's planned structural long-term refinancing operations could serve as an important complement to standard refinancing operations, helping to ease funding pressure on the banking system.

**Positioning of Structural LTRO**

Unlike previous temporary long-term refinancing operations used to address crises, this structural LTRO focuses more on providing banks with a more stable medium-to-long-term funding channel amid a trend decline in excess liquidity. Van Geffen believes that if this tool is well-designed, it could reduce banks' reliance on short-term refinancing and smooth market volatility during the liquidity tightening process.
