Hamas Military Wing Advises Donors to Avoid Binance, Use Bybit, OKX and Other Platforms

According to asset forfeiture order documents released by the U.S. Department of Justice (DoJ), Hamas' military wing, Al-Qassam Brigades, advised potential donors in a letter not to use Binance to transfer funds, instead recommending platforms such as Bybit, OKX, Kast, and Redotpay. The letter suggested using Tether's USDT stablecoin and the TRC-20 network, the latter used to create and manage fungible tokens on the Tron blockchain. Al-Qassam Brigades stated in the letter: "It is best not to use the 'Binance' platform to transfer support, and do not enter any data indicating our official name, to avoid your wallet being blocked and for your safety (enter any fictitious data as the recipient); you can transfer via apps such as Trust Wallet, RedotPay, OKX, Kast, and BYBIT." The group said Binance "should only be used to purchase currency, then use another app to complete the transfer process." Binance Chief Compliance Officer Noah Perlman responded that terrorist groups advising people to avoid Binance shows its control measures are working. OKX stated that the wallet address mentioned in the February 10, 2025 communication is not associated with it and has been identified by its internal controls as linked to illegal activity, with related transfers flagged and blocked. Kast stated it has a dedicated financial crime compliance department. The U.S. Treasury Department's 2026 terrorist financing risk assessment noted that groups such as Hamas and ISIS continue to use digital assets for donations and transfers.
