September 18 — According to CoinDesk, Shark Tank host and veteran investor Kevin O'Leary noted that although the Clarity Act, aimed at regulating the cryptocurrency industry, failed to reach the required 60-vote threshold in last week's Senate vote, he views the outcome as a temporary delay rather than the end of the legislation. O'Leary believes the political environment is shifting as the House Ways and Means Committee advances the Digital Asset Tax Certainty Act this week to establish tax rules for areas such as staking and mining.

He emphasized: "Once you start taxing it, you have to come up with a policy framework." Based on this logic, O'Leary predicts that Congress will be forced to revisit market structure issues after the midterm elections, and suggested the reintroduction of new legislation could occur in the first or second quarter of next year.
