Meta Platforms Inc. shares fell nearly 3% on Tuesday as investors weighed the legal risks of a high-stakes child safety lawsuit.

Despite relative strength in the communication services sector, which rose 0.2%, the stock still declined. The S&P 500 fell 0.6% as investors shifted toward risk-off assets.

$1.4 Trillion Legal Risk and $145 Billion AI Spending Weigh on Meta Shares

A California lawsuit has brought Meta's legal risks back into focus. A group of attorneys general from 29 states accused the company of illegally collecting children's data and misleading consumers about safety issues.

U.S. District Judge Yvonne Gonzalez Rogers will decide the case. A jury will also submit a non-binding advisory opinion.

Meta said potential damages could reach $1.4 trillion. State attorneys cited a figure of approximately $200 billion, viewing that as the more likely number.

New Mexico Attorney General Raúl Torrez warned that a massive judgment could affect Meta's ability to fund future investments. Meta's AI spending could reach $145 billion this year.

Broader weakness in tech stocks added pressure on Tuesday. The Nasdaq 100, tracked by the Invesco QQQ Trust, fell 1.61%. The Technology Select Sector SPDR Fund declined 2.64%.

However, market breadth remained positive. Eight of 11 sectors advanced, with an advance/decline ratio of 2.7.

Technical Analysis

Meta remains in a clear long-term downtrend. The stock trades 5.8% below its 20-day simple moving average. It sits 7.2% below the 50-day simple moving average, 9.1% below the 100-day simple moving average, and 11.7% below the 200-day simple moving average.

Moving average positioning remains bearish. The 20-day simple moving average sits below the 50-day simple moving average. Meanwhile, the 50-day simple moving average has been below the 200-day simple moving average since a death cross formed in December 2025.

Momentum remains weak. The moving average convergence divergence indicator sits below its signal line with a negative histogram. This setup suggests buyers have not yet regained control.

Key resistance: $612.50. This level sits near the upper resistance zone around the 50-day and 100-day moving averages.

Key support: $540. This level sits near the lower end of the stock's recent trading range, above its 52-week low of $520.26.

Sector Performance

Meta underperformed the communication services sector on Tuesday. The stock fell 2.81% while the sector rose 0.23%.

This roughly 3-percentage-point gap suggests company-specific concerns are amplifying selling pressure.

Communication services ranked seventh among the 11 S&P 500 sectors. Healthcare led, rising 1.60%, followed by energy up 1.46% and consumer staples up 1.42%.

Communication services rose 0.26% over the past 30 days but fell 4.32% over the past 90 days.

Analyst Outlook

Meta's price-to-earnings ratio stands at approximately 21.4. Based on data from 50 analysts, the stock holds a consensus buy rating with an average price target of $767.42. Price targets range from $595 to $1,000. Recent analyst actions include:

UBS maintained a buy rating and cut its price target to $715 on July 30.

Baird maintained an outperform rating and cut its price target to $750 on July 30.

Goldman Sachs maintained a buy rating and cut its price target to $725 on July 30.
