French open-weight AI lab Mistral and HUMAIN, an AI company under Saudi Arabia's Public Investment Fund (PIF), announced a partnership to build "sovereign AI" infrastructure in Saudi Arabia and the broader region. According to a joint statement, the deal is valued at "several hundred million euros" and aims to meet growing demand for sovereign AI, where data is not controlled by third-party companies and models can be owned under open weights. The two parties will jointly develop and localize advanced models, deploying AI solutions within Saudi Arabia and the wider region. Mistral is building its own compute footprint through its end-to-end infrastructure unit, Mistral Compute, and this partnership will enable it to run workloads on local Saudi compute rather than relying solely on compute in Europe and the US. The two parties also plan joint go-to-market efforts in Saudi Arabia targeting regulated industries. Initial deliverables will cover cybersecurity and voice, involving regional inference, open models, and frontier Arabic-language models. HUMAIN has been building for over a year. In November 2025, it expanded its partnership with NVIDIA, planning to deploy up to 600,000 of NVIDIA's latest AI systems, including the GB300 platform, within three years; it also signed a data center agreement with xAI, leveraging a facility with over 500 MW, and a deal with AWS to manage up to 150,000 GPUs in Riyadh's AI Zone. That same month, HUMAIN, AMD, and Cisco formed a joint venture targeting up to 1 GW of AI infrastructure by 2030.
