On August 30, Liu Liehong, Director of the National Data Administration, stated at the 2026 China International Big Data Industry Expo that efforts will focus on major national economic scenarios to research and explore business models such as token value-added subscriptions and pay-by-performance pricing. Data annotation involves labeling raw data, and annotated data can be used to train artificial intelligence.
The National Data Administration will deploy a new batch of data annotation pilot programs across 32 cities, delving into sectors such as industrial manufacturing, healthcare, and transportation to address bottlenecks in the development of the data annotation industry. In terms of digital talent cultivation, multiple departments will strengthen coordination to promote the establishment of a cohesive bachelor's-master's-doctoral training mechanism for data element-related disciplines and improve the layout of related academic programs.
