Texas Gov. Abbott Says AI Data Centers "Dig Their Own Graves" Over Electricity, Water Costs and Local Development, Sparking Strong Backlash

Texas Governor Greg Abbott is taking a harder line against AI data centers as growing public opposition forces politicians to confront concerns over electricity, water resources, infrastructure, and local development.

Abbott Blames Data Center Developers for Backlash

In an interview Sunday on ABC's "This Week," Abbott said data center developers brought much of the current backlash on themselves by moving too quickly and failing to adequately communicate with local communities.

"They basically dug their own graves for the problems they created, which is why they deserve the backlash," Abbott said.

The backlash has spread nationwide, with residents opposing large facilities that consume vast amounts of electricity and water while raising concerns about noise, environmental impact, and potential infrastructure costs.

A new Heatmap Pro poll conducted by Embold Research found that 75% of Americans oppose building new data centers near their homes, with over 60% saying they would strongly oppose such projects.

Texas Intensifies Scrutiny of Data Center Expansion

Texas has been one of the biggest beneficiaries of the AI infrastructure boom, but Abbott has increasingly taken steps to slow development and impose stricter requirements.

Earlier this month, Abbott ordered state regulators to audit data centers seeking to connect to the Texas power grid before projects move forward.

The audits cover information including electricity demand, water usage, tax incentives, and plans to reduce local impact.

ERCOT and the Texas Public Utility Commission are expected to audit approximately 250 to 300 projects, most of which are data centers.

Abbott has also pushed for standards requiring data centers to protect the grid, conserve water, and bear their own costs.

Abbott Faces Voter Pressure and Diverges from Trump

The governor's tougher stance puts him in a difficult position, as President Donald Trump continues to push for rapid AI infrastructure development.

Trump has criticized communities that oppose data centers, while Abbott argues Texas must address its unique grid challenges.

"Gaining the support of local community members is critical," Abbott said.

Meanwhile, Trump has defended the rapid expansion of data centers across the U.S., arguing that communities rejecting such projects are "making a mistake" by potentially missing out on jobs, investment, and tax revenue.

States Tighten Data Center Rules, Trump Pushes Back

Last week, Pennsylvania Governor Josh Shapiro introduced new requirements for data center developers, including stricter standards on energy usage, environmental protections, transparency, and community engagement.

The move follows New York Governor Kathy Hochul's announcement of a one-year moratorium on new hyperscale data centers requiring at least 50 megawatts of power, citing concerns over strain on the state's grid.

At the time, Trump criticized the move as a "terrible decision," arguing the moratorium could push jobs, investment, and tax revenue to other states.
