President Donald Trump signed Executive Order 14420 on Wednesday, declaring a national emergency for the security of the US bulk-power system.

Key Details of the Executive Order

The executive order aims to prevent foreign-made bulk-power system equipment—including critical software, firmware, and remote access capabilities—from being procured or installed in the United States.

According to Reuters, the Department of Energy has 120 days to finalize implementation rules and identify specific prohibited equipment or suppliers.

The order covers large power transformers, utility-scale and grid-connected inverters, battery energy storage systems, high-voltage circuit breakers, and industrial control systems, but excludes local distribution facilities.

Per Reuters, the order targets transactions involving countries subject to US arms embargoes or sanctions—a list of roughly two dozen countries not named in the text, though widely interpreted as primarily targeting China.

The move follows bipartisan concerns over cybersecurity vulnerabilities in Chinese-made grid components and a series of cyberattacks on US water utilities, intensifying scrutiny of critical infrastructure.

4 Stocks to Watch

With utilities expected to phase out foreign suppliers ahead of the Department of Energy's rulemaking deadline, domestic manufacturers and onshore suppliers could see increased demand:

Eaton Corporation: A major US electrical equipment supplier, producing distribution transformers and switchgear domestically.

Tesla Inc.: Beyond electric vehicles, Tesla is a leading US provider of utility-scale battery storage and energy technology, with a market cap near $1.39 trillion.

Enphase Energy: A well-known US provider of solar microinverters and energy technology.

GE Vernova: A key domestic infrastructure supplier involved in large power turbines, grid modernization, and transformer manufacturing.

A soft broader market weighed on these four stocks in Friday trading, but with Department of Energy rulemaking set to unfold through year-end, Trump's executive order opens a multi-month catalyst window.
