Societe Generale analyst Sam Cartwright recently stated that despite the UK having a new prime minister, the fiscal constraints facing the country have not fundamentally changed. This constrained fiscal backdrop will continue to limit government ambitions and spending plans in key areas such as housing construction, social care, investment, and defense.

**Tight Fiscal Space Limits Policy Options**

Cartwright's analysis points to the core contradiction: whoever holds the reins at Downing Street must confront the same fiscal reality. Under the dual pressures of sluggish tax revenue growth and high public debt, the new government's fiscal space available for its domestic agenda is extremely limited. This means that many large-scale investment plans promised during the election campaign will face severe funding tests when implemented, particularly in housing construction and social care, which require long-term, stable investment.

**Monetary Policy Environment Adds Complexity**

Beyond fiscal constraints, the Bank of England's (BoE) monetary policy stance also adds uncertainty to the economic outlook. According to earlier reports, the market trimmed rate hike expectations and drove UK gilt yields lower following BoE Governor Bailey's opposition to further tightening. This indicates that while fiscal policy is constrained, monetary policy is also in a delicate balance, and any shift in expectations about the rate path could trigger market volatility, further affecting government financing costs and fiscal discipline.

**Political Uncertainty Remains a Potential Risk**

Additionally, political uncertainty cannot be overlooked. Societe Generale economists have previously focused on potential leadership challenges within the Labour Party and their policy implications. Against a backdrop of a stalled domestic agenda and slow economic improvement, any shift in the political wind could weaken the government's execution capacity, making it harder to effectively allocate already limited fiscal resources to priority areas.
