US Secretary of State: Russia and Ukraine Both Interested in Limited Ceasefire, US Willing to Promote Energy Negotiations

On September 23, US Secretary of State Rubio stated that both Russia and Ukraine have expressed interest in a limited ceasefire involving the grain and energy sectors. He noted that both sides have identified energy facilities as a strategic priority among their wartime targets, and that negotiations over an energy ceasefire will be very difficult, but the US is willing to play a constructive role in advancing the process.
