Federal CHIPS Grant and CGI Partnership Expand Commercial Footprint

D-Wave finalized several major operational and government agreements during the month. On September 8, the company signed a definitive agreement with the U.S. Department of Commerce under the CHIPS and Science Act, securing up to $100 million in federal funding to advance domestic quantum microelectronics manufacturing.

The grant includes an initial disbursement of $53.55 million, with subsequent funding tied to specific technology milestones, such as quantum processing unit prototype fabrication and process integration, in exchange for the government receiving a minority equity stake.

Building on commercial expansion, D-Wave partnered with global IT consulting firm CGI on September 23 to accelerate enterprise adoption of quantum technology in logistics, transportation, and supply chain management.

Commenting on enterprise outreach, CGI Chief Technology Officer Dave Henderson noted, "Enterprises are moving beyond the research phase and evaluating where quantum technology can improve optimization and enhance decision-making," specifically citing applications such as train scheduling and supply chain planning.

Additionally, D-Wave showcased its dual-platform annealing and gate-model quantum technology at the Quantum World Congress. To strengthen corporate governance, D-Wave appointed Bernard Gavgani to its board of directors and cybersecurity committee on September 21.

September Executive Shake-Up

Despite positive commercial momentum, recent executive transitions may be weighing on investor sentiment. Former Chief Financial Officer John Markovich's resignation took effect on September 2, with Gregory Golkov formally appointed as interim Chief Financial Officer.
