August 31 news, according to CNBC, Bank of England Governor and Financial Stability Board (FSB) Chair Andrew Bailey warned in a letter to G20 finance ministers and central bank governors that "frontier AI models" are increasingly possessing high autonomy and sophisticated offensive and defensive capabilities, which could significantly alter the speed, scale, and cost of cyberattacks, increase reliance on highly concentrated third-party technology service providers, thereby undermining market confidence and impacting global financial stability. Bailey stated that most jurisdictions still lack regulatory and contingency protocols for the research, release, and deployment of frontier AI, requiring financial institutions and technology suppliers to strengthen vulnerability management, response, and recovery capabilities, and to prepare for more severe scenarios such as simultaneous damage to multiple institutions or shared technologies. In addition to AI, he also highlighted risks including sovereign debt market fragility, leveraged trading, and elevated valuations of AI-related assets.
