China's Ministry of Industry and Information Technology (MIIT) released the "15th Five-Year Plan for the Development of the Information and Communication Industry," setting a national intelligent computing power target of 9,800 EFLOPS by 2030. According to data from the National Data Administration, the national intelligent computing scale stood at approximately 2,450 EFLOPS (FP16) as of the end of July, implying a need to expand by roughly fourfold over the next four-plus years on this basis. The plan proposes the orderly deployment of intelligent computing clusters with 10,000 or more, and 100,000 or more, accelerators, building inference computing power for various scenarios, and increasing adaptation of domestic computing chips. Currently, 52 intelligent computing facilities with over 10,000 accelerators have been established nationwide. The MIIT disclosed that the intelligent computing scale reached 2,185 EFLOPS by the end of June, up 177% year-on-year. The plan uses 1,590 EFLOPS in 2025 as a baseline, targeting 9,800 EFLOPS by 2030, an expansion of approximately 6.2 times. During the same period, the cumulative investment target for information infrastructure in the information and communication industry is 3.8 trillion yuan, which also includes communication networks and other items, not all of which is allocated to AI computing power.
