OpenAI Bans ChatGPT Accounts Suspected of Originating from Russia, Citing Covert Influence Operation

On August 25, according to official sources, OpenAI has banned a group of ChatGPT accounts suspected of originating from Russia, which were used to generate social media content promoting the "expert community" International Burke Institute (IBI), claiming to be based in Israel. OpenAI stated that the operation involved publishing content on platforms such as Substack, Telegram, X, Facebook, and LinkedIn, and attempted to conceal the operators' Russian origins.

The investigation revealed that the IBI website contained copied and misattributed academic content and launched a so-called "Sovereignty Index," with related content tending to portray Russia positively and criticize Western countries. OpenAI noted that the operation's current impact is limited, but it sought to build credibility by disguising itself as a research institution, citing academic content, and constructing an index framework.
